This circuit feeds the UPS that powers the modem nest for A3,82,E2,92,52 & A4,F2,93. The circuit was difficult to reset and no obvious reason why, nothing eles appeared to be plugged into it. I unplugged the modem nests and was able to reset the CB. I then plugged the modem nest's power supplies back in and everything stayed running. PSMFC will monitor for future occurances. 12/10/2009 10:37 Troy The PLC was turned off ~0800 and the PV600 and DTAM were removed. The PLC will remain off until new devices are installed. This should have no affect on the facility as it is in Primary Bypass and does not need to change state to de-water which will happen in the near future. It might be down for less than a 1/2 hour--that's including clearance time and the actual work time. We are starting to replace the Station Service Bus 1 and Bus 2 Switchgears in PH2 and that will have an impact on a lot of the Bonn fish facilities when changing over from one bus to another. The SMF will be about the first facility to be affected. If we wind up replacing both of the buses' switchgear, then we will have 3 more fairly "brief" interruptions at SMF during this IWWP. If we only wind up doing 1 bus's switchgear then we should only have one more interruption after the first one for SMF for this IWWP. Additionally, we will have at least a at least 2--maybe 4--fairly "brief" interruptions of the power for B2CC, Cascade Island, and Bradford Island pit tag antennas during this upcoming IWWP time. I can talk to you about it in more detail--hopefully sometime next week. The B2CC and Cascade Island interruptions should be really brief. It should just involve opening and closing the two buses' circuit bkrs in the North Tower ATS. I should be up to my neck in clearances fairly shortly. There's really no way to get around these interruptions, but we can hope to make them as brief as possible. I have already talked to our Project head biologist, Ben Hausmann about the SMF clearance. I've also talked with Gene Ballinger of SMF. They are both alright with the planned outage. Unit 03 had elevated noise levels that could not be tuned out when first arrived. After further troubleshooting, the UPS for some reason was intorducing the noise. Plugged XCVR directly into the AC socket bypassing the UPS and the noise went to 0 %. Cycled power on the UPS, plugged XCVR back into UPS and noise levels were still at 0 % and hit rate at 100 %. The UPS maybe starting to fail in some way. Will monitor and replace if necessary. SbyC was enabled, then 10 AC254 and 10 AC255 sticks were thrown into the separator monitor, all sticks diverted properly and were read on all coils. One stick was thrown during a sample and was detected accordingly. SbyC was then disabled. Outstanding files on PC2 were archived. PC1 1s 13 seconds behind atomic time, PC2 is 3 seconds behind PC1. The USACE PLC is tripping breakers. Our PLC gets its primary bypass signal from that PLC. This is most likely the cause of the erroneous signals. Corp technicians will continue to remedy the situation when they get back from lunch. We will continue to monitor the situation. As a bit of extra information, possibly unrelated to the erroneous bypass signals, Dean reports that a cable was partially dug up between the JFF and the river. The clocks were adjust tom within 1 second of atomic time and each other. The subsequent files were submitted. 06/22/2009 11:57 Darren PSMFC was on site this morning at 06:30 in preparation for the main power switchover to a generator. The COE personnel met at 07:00 to discuss the plan for the switchover to occur. At 07:19 PC2 and the Utility PC were powered down along with transcievers A3,A$, 82, 93, 52, E2, F2, 03, and 04. at 07:31 the power was switched over to the generator and COE personnel allowed it to run for 15-20 minutes for stabilization. At 07:45 the system was deemed to be stable and left to run. At 08:15 all transceivers were powered back up. At 10:20 I was notified that the next switch over would occur around 11:00. At 11:00 the same process as described above was performed with the transcievers being powered back up at 11:30. This was done in prevention of voltage spikes and to prevent data loss. The facility was tested with sticks and retuned as per a GMC. Cycled and observed rotating gate , all apppears well. PSI on gate is at 88. The saltwater experimental system is in operation today therefore causing the timertags at the Full Flow system not to fire. Unit 01 has excessive noise that is not soley related to the SW system. Isolated UPS to ensure that it was not an issue and did not reduce noise levels. Will monitor. Although this situation exists, it appears that the detections through the FF system exceeds the detection on the separator at the JFF by a small margin. Per Lyle G, the SW system can be shutoff any time but is anicipated to run though tomorrow June 12th then be shut down until the next maintenance schedule. Took pictures and documented VFD's and all associated equipment. 06/10/2009 10:22 Scott_Li Verified with Lyle G. that the VFD/Pump controllers are the source of interference in the Full Flow detectors. Will meet with Lyle tomorrow 6/11 and go through the salt water system and document part numbers of the pump controllers, etc with anticipation of installing RF filters to eliminate the interference. 06/10/2009 09:32 Scott_Li On 6/9/09 from 07:58:22 to 14:33:45 extremely excessive noise levels were observed on the all of the Full Flow antennas. At 14:33:45 the noise levels went dead quiet indicating that something was turned and off. PH2 units 12-17 have been restored as of 1600 and we are back to our 95K pattern. Fish unit 2 breaker was having issues and was not closing properly so we are still in the process of bringing that unit back in service. Per the e-mail and description below only units 12-17 were tripped of line not all ten as Tammy mentions. Unit 11 remains OOS for rotor pole issues and unit 18 was OOS today for Preferred AC panel installation. Power to the Smolt Monitoring building was restored around 1600 and DSM2 and it's associated orifices and add-in valves have been returned to normal at 1610. The Transformer Trip has been isolated to a signal from the BPA North Bonneville Substation. No work at the project caused this signal to trip the relay so we are in the process of identifying the source. I want to especially thank all project entities involved for their help and support but especially Mr. Brad Sharp and Mr. Dave Smith the L-grades in the Control room and Ray Guajardo, Steve Layn and Tom Cahill I-grades at PH1 and PH2 for their incredible professionalism and quick reactive thinking that allowed us to pull PH2 back online and restart critical hatchery wells in short order. Around 1400 on 27 April, it is believed T11/12 tripped, taking the Powerhouse Two offline (all ten turbines). With no turbine capacity at PH2, spill was increased to accommodate flows. At this time spill is roughly 250K. With the power outage, the DSM2 orifices closed, the STSs stopped traveling and the ERG tripped open. The add-in water continues to flow so fish are not stranded in the channel, however, there is no egress from the gatewells. There is no power to the JMF. The upper switchgate moved to the bypass position. The lower switchgate will remain in the high outfall position. The PIT tag detectors are without power, however all fish should have been flushed through by the flushing flow. The B2CC remains open, but the PIT tag detector may have lost power. For the adult fishway, there is no attraction flow from the fish units and the entrance gates, already in manual, are set where they are. The SLADDs are no longer making noise. The Main Dam fishways remain in operation as do all fish facilities at PH1. The Project if working to restore unit capability as quickly as possible. A completed Notification form will be sent once more details are known. I cleared all the old counter and log files, erased the persistent default.cfg file, and reset MultiMon to use the generic db, map, and b2j-0600 hardware files. A full GMC was perform, 2007,2008 data was archived into previous years files. All transceivers were tuned. Sticks were thrown on the gate to check the timing of the gate an all looks well. One stick was lost to the river as the SbyC switch was off. One stick went through the sample gate as the sample came on while throwing sticks. All the other sticks went were they should and all were read on every coil they passed through. No problems to report.
