The hub at the platform was powered off and then on which did not fix the problem. The utility machine was also re-booted to no avail. PC1 and PC2 are still up and running and collecting data. The facility is completely de-watered. I suspect the problem lies somewhere outside of the JFF, most likely in the communication room located in the dam. PTOC personnel will coordinate with COE personnel to resolve this in the near future. 12/10/2004 10:58 Alan_Bro We are having troubles with the internet connection at this site. Ken McIntyre with NOAA Fisheries verified that the computers are running, taking data and able to connect to each other via PCAnywhere. Pete Peterson with USACE confirms that the router on site is working properly. Most likely the problem is with the fiber or the fiber hub. This site is not currently in operation. AC power ON/OFF messages in the raw files are a result of this action. No power was lost. The PLC was off line for approximately 1 hour. This facility has been shut down so taking the PLC off line did not affect fish passage in anyway. 11/30/2004 14:47 Dave Doug Ross recently provided me with a copy of the draft 2004 LGR Facility Annual Report, which includes information on three previously-undocumented bypass events at GRJ this year. Fish were released back to the river in three events during the season when collection numbers exceeded raceway capacity. An estimated total of 417,589 smolts were bypassed in this manner in 2004: 132,649 on May 5-7, 121,618 on May 9-10, and 163,322 on May 23-25. These fish, including some unknown number of PIT-tagged fish, passed through the EAST-RACEWAY monitor before being diverted back to the river downstream from the last PIT tag monitors in the normal diversion route. All transcievers were check for tune and no problems were found. In response to site personnel's concerns about the gates slamming the gates were checked and adjusted. It was found that A gate was banging. Adjustments were made to eliminate the banging and 10 sticks were thrown on each side. B gate missed the last stick. It was found that the shaft of B gate cylinder had come un-screwed from the gate. I re-attached the gate to the cylinder and threw 15 more sticks. 5 while in sample to check the DDS function. All five were diverted correctly. The remaining 10 were thrown when out of sample mode and all were diverted correctly. On the initial stick throw, one got away to the river but was read on all the approprite coils. The stick that didn't divert was read on the raceway monitors and collected from the race way. On the last stick throw on stick was missed on B1. Air pressure for A and B gates was at 100 PSI and the sample gate was reduced from 150psi to 140psi. 09/23/2004 11:10 Troy Kent Blevins called to report that the A and B gates are slamming and that a large number of fish have shown up at the site resulting site personnel having to reduce to the sample rate to 25%. I spoke with Kent Blevins at 09:00 this morning and he confirmed that the gate was not functioning correctly. He stated that there was mechanic on duty and he would have him check the gate out. Kent called me about 09:30 and informed me that they were training a new mechanic on Saturday night and the air was inadvertantly turned off. I was able to contact Kent Blevins and he verified that the gate was indeed not opening. It has been determined that these occurrences happen during brief power outages and ‘brown outs’. The values that end up in the raw file are not enterable via the PV600 or DTAM. Limits are set in those HMI devices that will not allow the user to enter such values. Every time an erroneous sample rate shows up in the raw file it is surrounded by other PLC messages displaying their ‘reset’ state which means the PLC is either loosing power (which it hasn’t lost enough power to trip the AC POWER OFF PLC message) or the PLC has lost power which does trip the AC POWER OFF PLC message. In all cases when power is either restored or returned to its normal voltage, the proper sample rate is written to the raw file and the other PLC messages that are actually in the ‘set’ state are written to the raw file. Results of the test following: A1 10/10 A2 10/10 B1 10/10 B2 10/10 21 10/10 22 9/10 23 8/10 One stick got away at the separator head box; appeared on monitors C1, C2, C3, C4, 91, 92, and 93; and is on it's way to Little Goose. The air pressure is 100psi on all gates. The clock on PC2 was adjusted 00:01:37 back to match the clock on PC1. Both clocks are within one second of each other and 00:03:03 behind atomic time. No other problems found. 07/01/2004 15:40 Troy GRJ A Diversion gate was only open during sample periods from approximately 7 am June 30th until approximately 11:45 am July 1st. I was told by the assistant bio that he was at the PV600 (the replacement for the DTAM) at around 7 am to change the sample rate. The display used by PTOC personnel to set gate times was left up and the site personnel, out of habit, pressed the touch screen in the area usually pressed to set the sample rate. While trying to get out of that screen the 'time open' was set to 0. The value was restored to 100 x .01 Seconds and the gate was tested. Through out the season we had been clamping this time down from 150 x .01 Seconds in an attempt to reduce the number of 'by catch' fish. 07/01/2004 12:18 troy In responding to the failure of A Diversion gate it was found that the time open setting was inadvertantly set to 0. This caused the gate to seem mechanically sound as it would fire during a sample but would not open when a diversion fish was detected nor when the test button was pressed. 10 stick were thrown on the gate after the time open value was restored to it's original value of 100. PSMFC is aware of this Communications error, it does tend to happen if the amount PITtag's through the separator is at a high rate. 06/14/2004 15:15 Darren PSMFC personnel were alerted to a gate problem from the "DGE" report. It showed that the efficiency for the "B" separator gate had fallen to 46% when we investigated this problem it was found through the "raw" files that the gate had actually stopped working at about 17:00 hrs on 6-13-04. When I arrived I found that the gate was indeed not opening and appeared to be stuck. I removed the air pressure and disengaged the pressure line feeding the cylinder. The gate was opened and the rails were checked for debris, none was found. I proceeded to check the gate and found that it did not appear to travel freely during the open cycle, but the relief valves were adjusted and the gate was monitored. While I was on the phone with Troy Humphrey in Kennewick talking about the snubber adjustments the gate stuck again. I notified COE personnel that there could possibly be a mechanical malfunction with the gate and it may need to be taken apart, they were under the assumption the gate maintenance was the responsibility of PSMFC, we looked the gate over and they tried some adjustments to the slide rails and found that the cylinder and the gate were not lined up properly. Those adjustments were made and they turned on the air and checked gate operations. I made the necessary air and timing adjustments and proceeded to fire and watch the gate for about 15 minutes. the gate appears to be working correctly but still does not seem to travle as smoothly as the "A" gate. I had to change the travel open time for the "B" side because the gate was hitting the shocks before the soft open and bouncing forward. It also appears that the air pressure was increased from 90 psi to 100 psi sometime between now and the last site visit by PSMFC this could also be why the travel open time needed to be adjusted. The new PLC values are as follows: Delay before Operate A=0, B=0 Travel Open A=48, B=41 Open time A=100, B=100 Travel close A=26, B=25 There is still the possibility that the gate may be damaged and need repair. This PLC/PC communications phenomenon is something that PSMFC believes to be caused by the PLC waiting for an "acknowledgement" from the PC but there are high numbers of pittags in the system so the PC is detecting diversions that have a High priority with the PC system so when the PLC does not get the "ack" the SLC comms failure is then reported. COE personel have been complaining about this and rightfully so.Installed another type of relief valve on the exit nozzle of the existing valve, and opened the primary valve two full turns. Then adjusted the secondary valve for the soft close function. The sqeel is gone and the soft close function is working well. Note that the slide gates them selves have performing very well as far a diversion efficiency goes. Another note , the "Open Time for both A and B gates was reduced from 100 to 95 in order to further reduce the "ByCatch effect" of incidental pittags and non-pittaged fish. Since there is no water in the facility at this time, Multimon on PC1 was stopped and restarted in order to load the new ignor.tag file, possibly causing a small file gap. The PLC program was modified so that AC POWER ON will make it to the raw file following a extended power outage at the site. This message will reach the file within 5 seconds of Multimon booting up when power is restored. This fix was necessary as the PLC will boot faster than Multimon will and the message was getting lost after extended power outages that resulted in the platform going down. All switches were toggled and the sample rate was changed from .7% to 50% and then back to .7% for Doug Clough. I PCA'd into each site and manually sent files. There seems to have been a router issue because "no path to host" errors were reported on each of the sites PC1-PTTP uploader.
