    could not be refilled because of site inaccessibility as result of trail
    closures due to a forest fire.

    I updated the WW2 definitions in the ptagis3.valid_tbl and site 
    definitions tables to reflect the site's true location on the SF
    Walla Walla River near the confluence with Bear Creek rather than near
    Burnt Cabin Creek, as had previously been reported.

    Updated etc/sites to include Courtney Newlon and Darren Gallion in the
    distribution list for alerts regarding gaps in file uploads, along with
    Jim Gasvoda.
